Public Accounts Committee investigates GHS20 million hospital payment

Ghana's Parliament Public Accounts Committee (PAC) has summoned former Health Minister, Dr. Bernard Okoe-Boye. This is because of a GHS20 million payment. This money was meant to start a hospital. But, the hospital project has not begun.
The Auditor-General's report for 2026 revealed this. The report showed GHS20 million was paid in December 2024. This payment happened even though no work was done. Dr. Okoe-Boye signed the contract when he was Minister.
The PAC wants answers. They are also calling the former Administrator of the District Assemblies Common Fund (DACF). The accountant involved in the payment must also appear.
The current DACF Administrator said the project moved locations. This was his reason for the delay. But, the Committee wants more information. They want to know why the money was paid with no work started. They also want to know when the hospital will be built.
This matters for public finance. It raises concerns about how government money is managed. It also highlights risks in public spending. The PAC aims to ensure accountability for these funds.
